Meaningful Use: Public Health Options

Data Transfer

Our primary focus has been to partner with hospitals and eligible professionals attain meaningful use for public health measures. We perform these connections with the ultimate goal of delivering timely, accurate, and complete information to public health agencies. Our partnerships are developed with the goal of sustaining these connections with public health.


The infrastructure developed for the secure data exchange between healthcare entities and public health agencies has also been used for multi-center research activities, and customized web-based solutions for clinical activities. Please see our project list for details.


Information about Meaningful Use

Electronic Lab reporting (ELR)

Hospitals are required to send ELR data to IDPH’s I-NEDSS (Illinois National Electronic Disease Surveillance System) system in the required HL7 2.5.1 format. Here is a link to the ELR Guide HL7 2.5.1

If you want to send data in a format other than HL7 such as CCD format, you can send it to the Public Health Node (PHN) which will in turn transform it into a HL7 message and send it onto IDPH.

If you want to use the PHN, you need to sign this Business Associate agreement (BAA).

Syndromic Surveillance

BioSense is the application IDPH is using for meeting Syndromic Surveillance criteria for Meaningful Use. Please note that sending data to the ESSENCE system will not meet that criterion. However, that may still be needed to meet local ordinances in the Cook county area, if applicable. The hospitals can register themselves for an account at https://biosen.se/login.php

If you need help with generating HL7 files from your data in a flat file format like txt or csv, the Public Health node (PHN) can do that for you as well. It will create those messages for you and send them to BioSense. There are other potential benefits to using PHN ,such as a VPN connection for sending data, establishing a hub for future PH reporting needs for MU stage 2 and beyond .

Data Use Agreement (DUA) for Syndromic Surveillance between IDPH and Hospitals that's needs to be signed before data is transmitted to BioSense.

Please note that IL is accepting Syndromic surveillance data from hospitals only at this time. The messaging guide for Ambulatory and Inpatient data has been published in Early Nov 2012, and IDPH is reviewing it to implement it soon.

Therefore, providers are required to use the other PH measure available in IL - Reporting Immunization data. The providers who do not do immunizations can claim exclusion.

Immunizations reporting

As you are probably aware, I-CARE (Illinois Comprehensive Automated Immunization Registry Exchange) is able to accept data in an HL7 format. Here is the specifications document.

If you want to send data in a format other than HL7 such as CCD format, you can send it to the Public Health Node (PHN) which will in turn transform it into a HL7 message and send it onto IDPH.

We prefer that you send the data elements in the CCD.

You need to sign the applicable I-CARE User agreement depending on whether you are a provider site or Individual user, if you haven't done so already. I-CARE is the Illinois immunization registry.

In addition, VFC providers are required to send these fields:

  • OBX-3 (preferred) for VFC vaccine eligibility per dose or PV1.20 for VFC vaccine eligibility for the patient
  • RXA-3 Shot Administration Date
  • RXA-5 CVX
  • RXA-9 for new or historical immunizations. We will only deduct new immunizations from inventory.
  • RXA-11 to determine which provider's inventory to deduct from. If this is not available we will default to the MSH-4
  • RXA-15 Lot Number
  • RXA-17 Manufacturer

If you want to use the PHN, you need to sign additional legal documents
